The parents of 17-year-old Devin Carter, a teenager beaten by police after an alleged vehicle pursuit, are speaking out after the Stockton Police Department has released body cam footage of the arrest of Carter.
The body camera footage shows police officers pull Carter from his car, drag him on the ground and punch him.
Carter’s parents are calling the incident an excessive use of force and Jessica Carter, Devin’s mother, said, “No mother should see or hear her son beaten by the police and helplessly crying from the pain. This has been a mother’s worst nightmare.”
George Carter, Devin’s dad, said, “I am angry that my son, who has been taught to respect the law, was beaten by these bad cops, especially since he has law enforcement in his family and knows that this is not acceptable behavior from police officers.“
The incident happened on December 30, 2020, when Devin Carter, a 17-year-old, was stopped by police for allegedly speeding. Once stopped, officers Michael Stiles and Omar Villapuda, pulled Carter from his car and viciously beat him.
The newly released body cam footage shows officers repeatedly punching and kicking Carter as he cried out that he was not resisting.
Both officers Stiles and Villapuda have been fired but Carter’s parents are asking that two additional officers involved also be fired.
Civil Rights Attorney, John Burris who represented Rodney King is representing Carter, in a statement he said, “These vicious cops acted like a pack of wolves, and Devin was their evening meal. I have not seen a police officer beating this outrageous since my former client Rodney King was beaten by LAPD officers back in March of 1991”
A complaint filed in a federal lawsuit against the City of Stockton claims that, “On December 30, 2020, Devin Carter was violently assaulted by multiple officers while traveling to his father’s home. On the night of the incident, Devin Carter attempted to surrender to officers as he waited in his car with his hands visibly raised above the steering wheel for officers to make contact. However, things quickly turned violent when a police officer yanked open Devin Carter’s driver side door and aggressively pulled him out of his car and slammed him to the ground without justification and warning. Devin Carter immediately curled up in a fetal position as multiple officers gathered around him and viciously beat him with their closed fist and feet. Devin Carter was kneed in his face by an officer and was struck in the face a number of times. Additionally, Devin Carter was kicked and kneed in his side and back.”
